Before entering public service, Engr. Hector Aguilar built an impressive track record in the global apparel industry. As Operations Manager at Charter Link Clark Inc, he led production operations for international brands such as Lululemon, Lands’ End, and Ten Tree, consistently driving improvements in productivity, cost-efficiency, and product quality.
A graduate of Araullo University with a degree in Industrial Engineering and a certified GSD Practitioner (Grade A), Engr. Aguilar has worked across key manufacturing hubs in the Philippines, Vietnam, China, Cambodia, Thailand, and Africa. His expertise spans Lean Manufacturing, Time and Motion Studies, Costing, Six Sigma, and Total Quality Management—skills refined through roles such as Profitability Director, Merchandising Manager, and Senior Industrial Engineer.
Today, as General Manager of the Mabalacat City Water District, Engr. Aguilar oversees not only the core operations but also serves as the Head of the Contract Monitoring Unit (CMU). In this dual capacity, he ensures that all service agreements—particularly with joint venture partner Primewater—are executed with transparency, integrity, and strict adherence to service standards. His leadership has significantly strengthened the district’s operational accountability and partner relationships.
His influence also resonates regionally. From 2020 to 2024, he served as President of the Pampanga Association of Water Districts (PAMAWD), and he currently holds the position of Treasurer for the Central Luzon Association of Water Districts (CLAWD). In 2024, he led the successful CLAWD Convention held at Royce Hotel, Clark, bringing together key stakeholders to explore innovations in water service delivery across Central Luzon.
As an active member of the Association of Industrial Engineers of the Philippines (AIEP), Engr. Aguilar champions continuous learning, operational excellence, and people-first leadership. His career reflects a rare blend of engineering discipline, international insight, and a steadfast commitment to public service—proving that innovation and empathy can go hand in hand for the greater good.
