History

From its inception on April 29, 1978, the Mabalacat Water District (MWD) has developed into a service-oriented entity for a rapidly increasing center.

Mabalacat, a hub of commercial activity in Pampanga, aims to provide potable water to a growing population through a water district that has evolved into a viable government-owned and controlled corporation.

The history of MWD dates back to 1963 when it was constructed by the Bureau of Public Works. Its operation and management were transferred between several government agencies until 1972, when the defunct NAWASA handed it over to the municipal government of Mabalacat.

On April 29, 1978, Resolution No. 78-17 by the Sangguniang Bayan officially created MWD, expanding its coverage area to the entire town. Until 1973, only Barangays San Francisco, Sta. Ines, Poblacion, Mamatitang, and San Joaquin were being served.

In accordance with Presidential Decree No. 198 (Provincial Water Utilities Act of 1973), the management and ownership of the Mabalacat water system was turned over to MWD.

On June 2, 1978, a resolution was filed with the Local Water Utilities Administration (LWUA). A Conditional Certificate of Conformance (CCC No. 061) was issued on August 10, 1978, finalizing MWD’s full authority.

Much of MWD’s success is credited to former General Manager Jose C. Domingo, Jr., who led the agency for 16 years, transforming it into a significant partner in Mabalacat’s economic progress.

As mandated by law, MWD operates on a self-sustaining basis while increasing its revenue-generating capacity to meet growing infrastructure and service demands.
